Im afraid if you have got the college which you have put as the first, you will not be able to upgrade

but still go through the guidelines once more

Yes you can upgrade but you have to chose one the options of freezing so that you can atleast that seat which you got in first round if you don't want the given seat then you can again fill the seat like in first round
