i am from the same college and mobiles or laptops are not used inside the college premises. But for hostlers, from 3:05 pm to 7:00 pm you can use laptops in your room and you can get the wifi in your room. But its very strict that you should not use mobiles inside the campus.

I am in private colleges.

The rules here are you cannot use mobile during classes, if found using your mobile will be taken to HOD and you will be fine with 500 rupees.

But you can always use laptop in off time in College as well as hostel.

Also internet zone is available for use.

I'm from a govt. college. Here, the thing is that, teachers won't allow you to use mobile phones during class hours. If they find it, they'll take your phone and give it to our HOD. But, it varies from teacher to teacher. But, there is no restriction for using mobile phones in the college for rest of the time. During exams, we're not permitted to keep phones with us. You can either keep it in your bag or you can keep it on the table near the invigilator, and that too for semester exams also. So, in my cse, using mobile phone in college is not a problem. But, the case may be different when it comes to private colleges. But, reputed colleges won't restrict you from using phones in college.

And, for the second question, I think there is absolutely NO USE, lol... It's like keeping a lot of food infront of you and not allowing you to eat. In that case, I guess that wifi is shit. In my college, you can use the wifi but they have restricted some websites and services, and that include social medias, torrent websites and any other things that college thinks you should not use (Even Clash of Clans bro... we can't play t on wifi). Earlier, we used VPNs, but now they have blocked VPNs also. But you can YouTube and other things that can be helpfull for your studies.
