Hello student no other state student can't apply for TS EAMCET as eligibility criteria says
Candidates applying for TS EAMCET 2020 should be an Indian National/ Persons of Indian Origin (PIO) / Overseas Citizen of India (OCI) Card Holders.

They should belong to the state of Telangana/Andhra Pradesh.

They should satisfy local / non local status requirements as laid down in the Telangana / Andhra Pradesh Education Institutions (Regulations of Admission) order, 1974 as subsequently amended.

For the eligibility of TSEAMCET a candidate must be Indian citizen with Indian card holder and the candidate must belong from the state Andhra Pradesh and Telangana  If candidate follow the eligibility criteria then he or she is eligible to apply for the exam otherwise not , for more preciseness you can mention the state from where you belong and  want to apply for TS a.m. CET.
