First of all, we need to know what your score is. If you belong to GENERAL CATEGORY,  need to score around  or should I say above 510 to increase your odds 8f selection via AIQ 15%.
The 85% state quota will offer you some relaxation in the cut off score, which is however of less significance.
Secondly, the results, you need to have your results i  your hand if you want to apply somewhere. Institutions, either government or private will begin their admission procedures only after your results are declared.
