Sir I passed the nios this year (2016). Can I also take part in UPSEE ?

As per CBSE/JEE guidelines a candidate can appear in JEE main for three consecutive years including the year in which he/she passed out.You passed in 2013,so you can't appear in 2017.You didn't mention the year of your reappearance in board exam for improvement.
