No the counseling process at Vellore institute of technology is not like that have you mentioned. If any seat becomes vacant due to candidate pulling back there admissions or not opting the the allotted seat, it gets shifted to the higher categories i.e 4/5. So even if the seat becomes vacant you will have to pay a handsome amount of money to grab it. Moreover it is only applicable for those who have not been allotted any seats in their choice filling.
