The 74th constitutional amendment act authorised the setting up and delegation of powers to Urban local bodies (ULBs) or city governments as the lowest unit of governance in cities and towns.

It offers to constitute a consistent structure of Municipal Corporations, Municipal. Councils and Nagar Panchayats in transitional areas.
