see generally in on campus placement , tcs, cts are allowed all branches of students of engineering to  recruit for system engineer or soft ware engineer role. however at the time of off campus , you may also appear for infosys, tcs, cts, however the eligibility is liable to change in every year and there is no guarantee what would be the next notifications. now coming to nit harimpur , it has decent placement record. you may follow the below link to know about the top recruiters of nit harimpur:

If you are from chemical engineering department then you are not suppose to sit in the placement for cse, it or ece. The placement cell will not give you the permission but if you want to sit in the IT placement you have to do some certification and projects in the field of CSE from NPTEL, Coursera, Edx etc. then only you are eligible to sit in IT placements. After you do your projects and certification you have to contact with your placement cell of the college in order to take permission and enroll yourself there.
