Dear Sir / Ma'm, at mcc.nic.in, you register yourself for the 15% All India Quota Counselling. If you want to register yourself in the state counselling too, then you must register in the portal of your respective state's counselling portal. One should always apply for both All India as well as state counselling.

If you want to apply through the state counselling the entire procedure will be done by the state counselling committee so you need to register to the state counselling committee only for the medical courses admissions. The state counselling committe will conduct the admission process in the state govt. and private medical and dental colleges.
