You can carry mobile phones for your safety but make sure you don't use it when you are in the campus . For any emergencies you can always use the college office phones with required permission. If you have any emergency then you can go outside to talk . Don't use phone in the class ,however phones are allowed but for a reason they allowed you phone ,not for gossips. So remember these things otherwise you have to pay fine or other strict actions like suspend for a week ,etc.
