If you are confident enough and have applied for the AIQ seats under MCC, you will get a government seat and need not apply for the state counselling. But if you are willing to join colleges in another state, you will have to apply for their state counselling as a non domicile candidate of other state . Then you will be eligible for management seats in private colleges.
