There are 240 seats for CSE branch and 240 seats for ECE Branch in VIT Chennai Campus. And VIT doesn't Categorise on the basis of ranks. It is based on the Management Quota that the Categories are divided into 1,2,3,4 and 5. It depends on the stream that you want a seat in that mostly determines the Category you might get a seat with your rank. But your choices are CSE and ECE which are most sought after in VIT in both Chennai and Vellore Campuses. So with 17200 and for CSE, a seat in Category 1 might be tad difficult. The same goes with ECE Branch as well. So to answer your question, with  a rank of 17200, it might be difficult for a seat under Category 1.
