You cannot completely rely on previous year cutoff, as things change every year. And this year especially there is going to be a good increase in cutoff as you might be knowing that the number of candidates had increased and also the paper level was called easy comparatively. So yes to have a basic idea and to know the background of a particular college, you can check previous year cutoffs and can have an idea. Anyways the cutoffs of colleges remain almost same with plus or minus 10/15 marks each year.
