Hey,
The exact prediction about the colleges is difficult as the cutoff changes every year depending upon the difficulty level of the question paper,the number of candidates appearing in the examination,category of the candidates etcetra.Civil Engineering is a vast branch and M.Tech offers specialized course and every institution offers various subjects within Civil Engineering and cutoff is different for all.
Your marks is quite less for IITs.
