if you want to pursue b.tech in agricultural there are three types of University  

1Central University

2,Deemed University

3 state University 

since you live in Delhi the government college ,as you asked is INDIAN AGRICULTURE RESEARCH INSTITUTE ,NEW DELHI ,which is deemed University and offers B.tech in agricultural engineering
