In 2018, there was a news release about this. It said "Bengal will have five new medical colleges at Diamond Harbour, Raiganj, Rampurhat, Purulia and Cooch Behar in 2019. A private medical college at Budge Budge will also begin operating in 2018, provided it gets the nod from the Medical Council of India."

But none of these colleges have been inaugurated as of now, so there are no new colleges for now.

Wrong information. Except Purulia all are permitted to take admission in 2019

Can I get a medical college at 516 marks in NEET 2019 (West Bengal, 85%quota, UR)? What can be the expected cut off?

For getting into any government medical college, you should have a score of 550+ in NEET. Also, the competition for those seats in government colleges is very very high, so yes 550+ is the minimum requirement. But depending upon your category it may be variable. If you belong to SC/ST it should be 450+ or else it is 550+.
