Different IITs have different cut off ranks.
Cut off ranks changes every year depending on several factors like previous year cut off trends,
Difficulty level of questions, number of students appeared, number of seats available, etc.
Closing rank for some IITs are:-
Indian Institute of Technology (Banaras Hindu University):- 9873
Indian Institute of Technology, Bhubaneshwar:-8482
Indian Institute of Technology, Bombay:- 4880 Indian Institute of Technology, Delhi:- 5431
And many more.
One should keep his rank below 10k to get admission into top IITs.

u said that "One should keep his rank below 10k to get admission into IITS".
Is it for all categories like General, ST, SC, OBC, etc..

Sravan I've said so in general. may you have a reserved category. but keeping a rank within 10k is good.
