Your OBC certificate  which you have got from the state of Bihar may differ from the OBC certificate  from Delhi. So  it may not be valid for  Delhi.

But for Central Government employment any state OBC certificate is valid for any state governments area.

But this OBC certificate from other state is not valid for other states area in the course of study under any university in any of the states of India.
