You have very less chance. Since top two UPTU college will not take admission through UPSEE Counselling. So competition for other college will be higher. So this rank can't be considered as safe Rank for BIET Jhansi. Don't lose hope.
You can also try Fee Waiver Seat in top Private Colleges.
