Go through CLAT Cut off article done by Careers360. While going through CLAT Closing Rank 2017 column you will come to know that a students from State ST category got admission in MNLU Nagpur with rank of 39573 in first round of counseling and even a student got admitted in TNNLS with 38156 rank. To me, it seems that your rank 21877 may get you a seat in your state only. I hope is helps.
