Dear Joshnavi,
According to the present year cut off for AIQ you have nil to no chance to get government dental college via all India Quota since the minimum marks required is 398 which is way more than 311.
Would you mention in the comment section which state is your domicile state so that I can check whether you have a chance via state Quota or not.
