AP EAMCET is conducted by Jawaharlal Nehru Technological University, Kakinada. Based on previous year cut off rank list, the following colleges under JNTU will provide admission in CSE branch for 15k ranks under OC category:

YGVU YSR Engineering College- closing rank for CSE is 20164

Vignans Lara Institute of Technology & Science- closing rank for CSE is 15734

Vignans Institute of Information Technology- closing rank for CSE is 16986

So your friend can get admission in CSE branch based on AP AMCET in these colleges.

I am afraid that your friend might nit be eligble to get admission in JNTU Hyderabad with CSE,but dont be disheartened their are some very good private colleges in which your friend can get admission. I am providing the list:
1.Vasavi College of Engineering.
2.Chaitanya Bhartiya Institute of Engineering and Technology.
3.Kakatiya Institute of Technology.
4.Gokaraju Rangaraju Institute of Engineering and Technology .
