The details of you educational qualification that you have provided is very difficult to understand but i want to make you clear that the eligibility criteria fro appearing in civil services requires a candidate :

To be in age of 21 years and not more than 32 years if age if you are from general category and 35 years for OBC and 37 years for SC and ST.

And one must have done a graduation course from a recognised University.

If your degree is issued from a recognised University for a 3-4 years graduation course then you are eligible.

Note : Diploma holder cannot apply for Civil services.
