Your All India Rank in NEET 2019 issue predicted to be around the range of 121,653 - 124,153 and your probable category rank range will be 6554 - 8054 for SC category. As far as getting a government seat through state quota is considered, it solely depends on one fact: the state you belong to. If you were to let us know the state you have your 85% State Quota availed in, we'll be able to tell you better if you have a chance or not as all the states have different cutoffs and it's not easy to say anything without full knowledge.

I am sorry Sudha but with this score you can not expect seat in government college even under state quota or reserved category.your marks should range above 550 +( Where you can get 20 -30 marks relief on the basis of reserved category rule) to get seat in MBBS in government college.
