Yes, you are eligible for karnataka 85 % state quota but not for Telangana state quota.

This because,
To be eligible for Karnataka 85 % state quota, you should have studied in Karnataka in recognised schools for at least 7 years, between the Class 1 to 12 .
And you fulfill this criteria as you have studied for more than 7 years i. e from class 1 to 10 in Karnataka.

You will not be eligible for Tamil nadu state quota by just studying 11 and 12th in Tamil Nadu.
This is because
To be eligible for Tamilnadu state quota you should have been a bonafide resident of Tamilnadu .
