You can do MBBS abroad which will be called as an MD program. Med schools in caribbean islands offer this. Example AUA(American University of Antigua) or St.George's University(Grenada).

Their fees is also less comparing to med schools in the states.

No you can't join in MBBS degree without giving NEET examination. BSC in cardiac technology department is good you can go for masters after graduation. But if you really want to be a doctor then give the NEET examination. Which is one and only medical entrance examination in all over the India. After qualifying the examination you will join the medical college which is government or private you can join MBBS.
