Taking up 5 year Integrated CSE or EC from NIT Hamirpur would be more advisable as compared to going for IT from NIT Srinagar. Now my opinion definiely stands to be biased as I am studying in NITH , but lets look at the facts objectively. According to the most recently conducted survey, NITH is at 11th place while NITS is placed at a distant 20th spot amongst all NIT's. The faculty of NITH and overall placement records of NITH are much better as compared to NITS. Furthermore if you worry about trivial things such as location and infrastructure, NITH has been adjudged as the best NIT in terms of infrastructure by the World Bank. ( and if i am not wrong, NITS got flooded last year in the Jammu and Kashmir floods). The only reason that you might consider going for NITS is that the 5 year integrated branches are relatively new.
