From the context of your question I can understand that your are from Kerela but want to apply for government or private MBBS college in Karnataka .

Since you may not have a domicile of Karnataka you cannot apply for state counseling at all .If you want a Karnataka college you have to apply in 15%all India counseling for both government and self financed seat.
