apart from other eligibility criteria and entrance exam score you need to be an Maharashtra domicile candidate or you need to full fill the criteria of candidature (A to E ) by  Department of technical education of Maharashtra. if you fall in any of the criteria you may surely apply . there is also some seat reservation for NRI candidates . you may follow the below link for candidature criteria by Maharashtra state government.
