Dear Parveen, those candidates who have already opted for customary dress in the NEET application form  need to report to the exam hall atleast an hour before 12.30pm. But if you haven't opted for Customary dress in the application form, it is tricky because the invigilators wouldn't know of your dress choice and this might cause miscommunication. Eitherways please reach out to the helpdesk at neetug-nta@nic.in. If you dont hear from them before the exam, unfortunately you cannot opt for customary dress as it is too late for getting an individual exception.

Hello apsirant,
There is no need to take permission if you have opted it in application form as it is written on their cirrculum that Female Muslim applicants can wear traditional dress like Hijab / Burqa. However, those candidates wearing traditional dress have to come in the prescribed time before the commencement of test for undergoing the checking process. But if you have not opted at the time of filling the form you can not opt for customary dress and also  you are  requested not to  wear ring, nose ring, earrings, or any kind of jewelry as those jewelry.
