As per Delhi University guidelines, the best of four subjects should have :-

1. One language paper

2. The subject in which your admission is sought. Otherwise, 2.5% will be deducted from your aggregate best of four marks. In your case, you have opted for political science but you have completed your 12th with Maths. Therefore, 2.5% will be deducted.

3. Any other 2 subjects (like Maths, Computer Science, Physical Education, etc)

So altogether, 2.5% will be deducted.
