If you are a bonafied residents of uttrakhand than yes you can get admission to all the  ug courses in G.B. pant university of agriculture and technology,uttarakhand even you have passed 10+2 from harayana board or other recognized board.

If you are not a resident of uttarakhand than you can get admission to G.B pant university of agriculture and technology only in M.C.A and Ph.D course.
