According to the Guidelines issued by the University of Delhi last year, you will be required to apply through a separate admission portal available for foreign students:

http://fsr.du.ac.in/

The deadline for applying is usually in the month of March for MPhil/Ph.D. courses. You will not be required to appear in the entrance test and interview for admission to M.Phil./ Ph.D. Programmes. You will be selected on the basis of your research proposal, subject to fulfilling the minimum eligibility criteria.
