Hello sir!

As you are asked to fill in the minimum marks in the application form of BU, Jhansi, you are to fill in the minimum passing marks of your board. Like it its 33 for CBSE, you can fill 33 in that column. A few boards have different passing marks than 33. Check it with your board and fill the same.
