Hey,
The minimum age for the candidate should be seventeen years at the time of Admission or will complete the age on or before 31st December of that year of his or her admission to first year MBBS of BDS course.
The candidate must be born on or  before December 31,2002(for Unreserved).
Therefore you,are not eligible to appear this year because in any case you won't turn 17 by 31st December,2019.
But you are eligible for 2020 NEET.

Dear Ayushi, for now the age criteria for NEET as set by NTA states that you should be 17 years atleast by 31st December of the year of admission. Considering this rule remains the same, going with your Date of Birth, you will be 17 years and 4 months old by December 31st, 2020 making you eligible for NEET. So just to answer your question, you fulfil the age criteria for NEET 2020.
