Dear aspirant,
Diploma holders are eligible to get direct admission in second year of B.Tech or B.E. The exam through you can avail this facility is konwn as LEET exam. This is a national exam for diploma students. Well you could say it's the jee for diploma students. Once you clear the cutoff for the institution you wish to get , you'll be given admission into the second year directly.Similarly for each state there's a state equivalent of  the same.
For states like Maharashtra where admissions will be done for home state diploma students based on their final year result.
Note you cannot join IIT without clearing jee main after 12 th boards. IITs do not accept diploma students.

There is no such policy in IIT'S to admission in lateral entry. You have to paas 12th to take admission in IIT'S. 

If you want to do graduation, then go for college which takes students as lateral entry.
