Hello student,
Yes you are eligible for regular b.com ug course in any university..nios is similar to cbse and other boards of country so don't you worry about it ...Go for addmission..

Yes, You can apply for DU regular course B.com programme. The Selection shall be made on the basis of marks obtained in qualifying examination including one language and three best subjects.
