No you can't, kcet is only for the students who studied in Karnataka for minimum 7years along with intermediate . including your parents must belong to Karnataka region .but there is a option for joining in private colleges in Karnataka by attending the exam of comedk ,

Comedk is taken by nonresidents of Karnataka basically.
