I am getting 474 marks in neet 2018 ug will I get a government mbbs college in mop up round I am from up and general category

Sorry but getting a govt college with these marks in up is quite tough . The last year cutoff for general candidate was 550 under state quota so you need a score above 550 to get a govt college in up.

You can opt for some private or deemed colleges.

Even in mop up rounds , getting a college depends on seats vacancy, if any and also on your state rank. you havent specified your state so we dont have an idea about the cut off there. if you specify , i can look up for your chances.
