You can change your branch after 1 year but 

it is not possible to change your college.

I think no college is offer to change the college after one year. But almost all ( most of the ) colleges give the offer to change the branch after 2nd semester.

The condition is different for every college. But in most of the colleges if you secure top 3 rank in class then you can change your branch.
