No. U are eligible for one state quota only

Hello,
Karnataka is the only open state that allows non residents to take part in the neet counselling process through state quota ,but under non domicile or resident category 
So you can apply to Maharashtra and Karnataka only to be eligible for state quota(85%) seats.
