No. JEE MAINS PAPER 2 score in only considered for admission in B.Arch and B.Planning in NIT's, IIIT's and a few GFTI's. Inorder, to get admission into B.Tech courses your JEE MAINS PAPER 1 score will be considered.
JEE MAINS PAPER 2- The syllabus is completely related to aptitude, 3D Perception and your drawing skills.

Yes the second attempt is considered as well for B.Tech couse.After evaluating the all over performance JEE Advanced qualifying score as well as NIT and GFITs cutoff scores are released.
