I see that you have a NCL-OBC certificate from Bihar. So, you can use that certificate at the time of admission, as the region from where the certificate belongs does not matter. Only, the OBC certificate should belong to Non-Creamy Layer and it should be centrally valid (as Delhi University is a Central University) is the basic requirement.
