Yes you can give GATE Exam, You will get admission in M.Tech during May/June only so the thing is that you must have your passed exam results in your hand during Counslling.
Some colleges allow to show your final result marksheet during start of session but this does not apply to all colleges.

Yeah you would be eligible to appear for GATE but selection in PSU depends whether you are able to produce the passing certi during the interview or upload when requested
