Yes, you can get a seat in state university for your M.Sc in Agriculture, if you fulfill the eligibility criteria. Non ICAR college degree is not an issue if the state university is not affliated to ICAR. You can write ICAR NET also. So Do your M.Sc in recognized university either UGC or any other govt. approved universities.
