As you mentioned the percentage of disability as 78%, you have a fair chance to get into any of the IITs and NITs.
And as your percentile is 60% in JEE, you have a fair enough chance to get into the NITs of your home state easily. If you have given JEE advanced also and qualified for it too, then you can easily get into your dreamed IITs.
So, choose the colleges which are convenient for you and keep them in the order of their priority in the counselling.
Also, don't lose your heart if you missed your preferred college in the first counselling itself. There are further counselling rounds available and with your score, you can get into your dream college easily.
