NTA did mention that you can mention the name of any State under your "State of Eligibility" and that will not prevent you from claiming the State Quota of the States that you hold the domicile of. So going by that, it is absolutely ok to mention any State under State of Eligibility. You can participate in the State Counselling of the State that you hold the domicile of.
