Many colleges give lateral entry admission (admission to direct 2nd year of engineering) to the candidates who complete diploma. But there are very less chances that candidates are allowed to change their stream, for example if you have taken Civil during diploma and want to pursue CS engineering, then it is not possible. But in your case, as you wish to change from CSE to IT, it might be possible as CSE and IT are quite related to each other but it will also depend on the college.

Also, if colleges do not allow you to do so, then you can join from 1st year of engineering of any branch you want to.
