No, you cannot apply as your percentage will be counted less than 65% and most of them PSUs like IOCL ask for 65% or above. So I would suggest you to try for PSUs which conduct their own entrances, the PSUs which accept 60% or above and the PSUs which recruit on the basis of B.Tech.
