For all india qouta neet pg counseling you can do fresh registration as the counseling guidelines of MCC says -

"

Fresh New Registration for Round-2 for those candidates who

• Have not registered in Round-1 (with full payment of fees).

• Have Resigned / Not reported in Round-1 can log in again.

• Fresh Choice filling Round-2.

As you will doing fresh registration you have to pay the full fee.

there are both refundable and nonrefundable fees. The non refundable registration fee is 1000 for general category candidate and refundable fee is  25000 .

A candidate have to pay both refundable and non refundable fees.
